The format question for agent capabilities is being settled here, and it is just a folder.
A skills catalogue for Codex, where each capability is a directory with a SKILL.md and whatever scripts it needs. The interesting part is not any individual skill, it is the convention: portable, version-controllable, reviewable capability definitions that are not locked to one vendor runtime. If you are building internal agent tooling, adopting this layout now means your skills survive a vendor switch.
